The construction, repair, or alteration of buildings to carry out publicly assisted rehabilitation of private property, low or moderate income multi-unit housing projects, and the construction, repair, or alteration of improvements that are not buildings are excluded from the requirement.

Projects may satisfy the requirement by including a work of public art on-site, the value of which shall be a minimum of one percent (1%) of the building valuation, subject to approval from the Art in Public Places Committee.
