Projects may satisfy the requirement by installing an artwork onsite or donating an artwork to the city. The value of the artwork shall be one percent (1%) of the project cost. If the value of the artwork is less than one percent (1%) of the project cost, then the difference shall be paid to the city and deposited in the Art in Public Places Fund and/or in the Library Improvement Fund. Maintenance and conservation of the artwork is the responsibility of the property owner.
Alternatively, developers may pay an in-lieu fee of one percent (1%) of the project cost to the Art in Public Places Fund. At the option of the de- veloper, fifty percent (50%) of said fee may be deposited in the Library Improvement Fund, which shall be utilized to acquire, construct, or make capital improvements to the Monrovia public library facilities.
