Program Summary

The Code establishes that Planned Block Developments (PBDs), as defined by the ordinance, within the Downtown area are subject to a mandatory public art requirement. The following projects are excluded from the requirement:

  • Dwellings (single-family and two-family) and individual tenant improvements;
  • Properties zoned Special Campus in which Cultural Improvement Program elements have been included in the development plan; and
  • Residential uses in a PBD Overlay District that was rezoned before January 1, 2013.

Projects must place a work of art in a public space on-site equaling one percent (1%) of the project’s building valuation. Multiple buildings within one development will be considered as one project for valuation. In the alternative, projects may make a contribution of equal value to the Down- town Cultural Trust.
